The Majestic Hooked Beak item can only be obtained as a drop from the Jadeplume Terrorshroom boss fight in Sumeru as long as it is level 30+. This can be found in the western area of the Vanarana region, marked on the map below.

After defeating the Jadeplume Terrorshroom, claim, the Trounce Blossom and you’ll be given at least one of the Majestic Hooked Beak material.

Remember you can farm the boss by leaving the area and returning soon after in order to get multiple Majestic Hooked Beaks.
