The good news is that turtles are very common in Minecraft, particularly in the beach biomes. They can either be found making their way into the water or swimming in it. However, since it’s going to be much easier to breed turtles rather than find wild baby turtles, the most efficient way to get Scutes in Minecraft is by raising a baby turtle into adulthood.
To acquire these Scutes, you can either wait for the baby turtles to grow into adults, in which case the process can take up to 20 minutes in real-time (or an entire day in the Minecraft world). Or you can also speed up the process by feeding the baby turtles some seagrass.
