Since Obstagoon is Dark and Normal-type, the best moveset should lean towards benefiting from STAB (same-type attack bonus). That’s as true for the main franchise as it is in Pokemon GO. In PVP and PVE content, the best moveset for Obstagoon is Lick and Hyper Beam.

Though Lick isn’t benefiting from STAB, it generates energy very quickly. That allows Obstagoon to use Hyper Beam at a much greater rate, which is one of its strongest charge moves.

However, in the Great Leagues and Ultra Leagues, Obstagoon’s best moveset changes to Counter and Obstruct. Counter is a great move to have due to how strong it is against multiple types. With Obstruct lowering your opponent’s defenses, Counter has the potential to deal even more damage.
