On February 12, 2014, the Minnesota Twins claimed Raley off waivers. The Twins designated him for assignment on May 8, and the Los Angeles Angels of Anaheim claimed him off waivers the next day. On December 14, 2014, Raley signed a contract with the Lotte Giants, a KBO League team based in Busan. Raley remained with the Giants in 2016, and on January 8, 2017, he agreed to terms on a one-year, $850,000 contract for the 2017 season. Brooks pitched for Lotte from 2015 to 2019, compiling a 48–53 record, a 4.13 ERA, and 755 strikeouts in 910+23 innings. On January 9, 2020, Raley agreed to terms with the Cincinnati Reds on a minor league contract that included an invitation to spring training.

He was added to the Reds’ roster on Opening Day. Raley pitched four innings in four games for Cincinnati before being designated for assignment on August 6, his first MLB action since 2013. On August 9, 2020, Raley was traded to the Houston Astros in exchange for a player to be named later, minor league pitcher Fredy Medina.
